Nonprofit organizations:
To qualify, an organization must be a nonprofit with valid 501(c)(3) status.

Public libraries:
Public libraries must either have valid 501(c)(3) nonprofit status or be listed in the Institute of Museum and Library Services (IMLS) database.

Public libraries:
Qualified public libraries may request Microsoft software donations through this program for public access computers only (donated software may not be used for back-office or other administration purposes, unless the public computers are on a shared network which also hosts the personal computers of library staff). Participating libraries must also make their collection and basic services available to the population of their legal service area without charges to individual users (excluding incidental fees such as printing charges). If they so choose, libraries may impose charges on users outside the legal service area, and may provide products and services (beyond basic services), to the public at large, with or without individual charges.
- Microsoft products are not available for distribution to educational institutions (including K-12 schools, colleges, universities, and trade schools), political organizations, religious organizations (except for those with a secular community designation), healthcare networks and healthcare research organizations, private foundations, or non-public libraries. Please consult our list of ineligible organizations for more information.
- Each qualified nonprofit or public library may request up to six titles, and up to 50 licenses per title per two-year period.
- For server titles, one server license per title and up to 50 Client Access Licenses (CALs) may be requested (i.e. customers may not order two copies of the same server title).
- Server licenses with accompanying CALS will — together — count as two separate titles towards the six-title limit.
- Customers may order additional licenses of software titles that they already received through TechSoup Stock (as part of their previous order within the two-year ordering cycle). This is true even if the current title is an upgraded version of the original software. Such orders will not count against the 6-title limit. However, the total number of licenses requested for this title (between the two orders) may not exceed 50.
- Each nonprofit or public library will be eligible to make one donation request for Microsoft products and licenses each year through TechSoup Stock (i.e. an organization that ordered 10/1/04 may place a new order 10/1/05). Though charities and nonprofits may order twice (once per year) within a two-year period, the combined total of products ordered in a two-year period may not exceed six titles and 50 user licenses per title (or one server license per server title). Once two years have passed since an organization's original order, these limits will be reset (e.g. a customer that placed an order on 10/1/04 may order six new titles and 50 licenses per title (or one license per server title) on 10/1/06).
- In conjunction with the release of the Windows 7 operating system on October 22, 2009, nonprofits and public libraries might be able to place an extra donation request for Windows 7 or Windows Vista. This request can be placed only from October 22, 2009, through June 30, 2010. Read the details.
- Donations will be fulfilled using Microsoft Open Licensing. This means that boxed (full packaged) products and paper licenses will not be shipped to organizations and libraries through this program. Instead, an e-mail will arrive with an authorization number for approved requests and directions to go to a Microsoft Web page to download licensing agreements. Software media (CDs) will be sent directly from Microsoft via air mail.
- Each order must include a minimum of five "seats." For most products, each license counts as a single seat. However, products that support multiple devices or users count as five seats, and thus fulfill the five-seat requirement on their own. More information about the five-seat minimum is available in the Microsoft Program FAQ.
- Requests for the special extra donation of Windows 7 or Windows Vista placed from October 22, 2009, through June 30, 2010, need not include five seats.
- The donation granted through TechSoup Stock will enable nonprofits to fill additional needs for Microsoft products or licenses at specially discounted rates through Microsoft's Charity Reseller Channel, without being subject to normal charity order minimums. Public libraries without 501(c)(3) status are not eligible for this program benefit.
- Microsoft may, at its sole discretion, provide "functionally equivalent" substitute product(s) for any request or order.
- Organizations that advocate, support, or practice discrimination based on age, ethnicity, gender, national origin, disability, race, size, religion, sexual orientation, or socioeconomic background are not eligible to participate in this program. Organizations must be willing and able to attest that they do not discriminate on any of these grounds in order to receive donations.
- Microsoft products may not be transferred or resold. Additionally, Microsoft products may not be installed on computers that will be given to or sold to other organizations or individuals.
