Building a great case statement shouldn't be as elusive as picking a winning lottery number or catching a rare butterfly. To build your case statement, you simply need an idea of how technology will help your organization accomplish its goals, and an understanding of how to clearly express this need to the foundation or donor you're approaching to fund your proposal.
